History
About 10 years ago, Iowa sued the 4 largest tobacco companies. The Master Settlement agreement has provided Iowa with millions of dollars, which was placed into the Healthy Iowa Tobacco Trust (HITT). Some HITT funds are dispersed to Iowa counties for tobacco prevention and control. The Dubuque County Health Department receives these funds and they, in turn, contract with Hillcrest Family Services to administer the Tobacco Partnership Grant. The grant goals are:
- to prevent the initiation of tobacco use by youth;
- promote cessation by adults and youth;
- eliminate exposure to second hand smoke; and
- establish and maintain a tobacco control community coalition.
Healthy Start
Hillcrest Family Services Tobacco Use Prevention serves the Dubuque County community by promoting smoking cessation among adults and youth. We have the following programs available:
- Not On Tobacco (N-O-T) is an American Lung Association sponsored smoking cessation program for high school youth. It is a group-based program done in school as credit. If you are interested in getting a N-O-T group started in your school, contact Hillcrest Family Services.
- Freedom From Smoking (FFS) is an American Lung Association sponsored smoking cessation for adults. It is group-based and focuses identifying triggers and finding alternative ways of dealing with stress. For more information, contact Hillcrest Family Services.
Opportunity to Serve
The Tobacco Coalition meets and discuss ways to prevent tobacco use among adolescents and adults and eliminate exposure to secondhand smoke and thirdhand smoke.
The Dubuque Area Substance Abuse Coalition's goals are to reduce substance abuse among youth and adults and to positively influence community attitudes regarding the acceptance of substance use and abuse. Anyone in the community can be a part of DASAC.
There are five individual committees on the coalition:
- Tobacco Free
- Alcohol Risk Reduction
- Strategic Planning
- Illicit Drug Abuse Prevention
- Parent Education.
The goals of the Tobacco Free Committee are to prevent tobacco use among adolescents and adults and eliminate exposure to secondhand smoke.
